Africa's crypto adoption: stablecoins and cross-border payments

Chainalysis estimates that Sub-Saharan Africa's crypto economy grew 13.4% between July 2025 and June 2026. South Africa and Nigeria together accounted for over three-quarters of regional activity.

The report highlights personal wallets, stablecoins and cross-border payments. Banking integration and regulation remain important. These findings concern onchain activity during the reporting period, not recent token prices.

Adoption does not end at onchain confirmation. If recipients still struggle to convert, withdraw or spend, a faster network may not improve their experience. End-to-end cost and repeat use are more revealing.

Circle comments on the SEC's crypto-asset proposal

Circle submitted comments on October 20 and explained its position on October 28: a technology-neutral framework for onchain capital formation, coordinated with the GENIUS Act.

It requests cash treatment for qualifying payment stablecoins under specified rules and changes to broker-dealer haircuts subject to safeguards. These are company recommendations on a proposal, not evidence of SEC adoption.

The issue is how institutions can use stablecoins, beyond their transferability. Classification may change usage costs, but a company's requested treatment is neither a regulatory commitment nor proof that an asset is risk-free.

Circle's explanation of USDC revenue sharing and redemption

In its company article, Circle describes distributing revenue to partners that drive USDC usage and balances while funding banking connections, liquidity, compliance and cross-chain infrastructure. Revenue paid to distribution partners is distinct from whether ordinary token holders receive a return.

The article distinguishes standard banking redemptions from terms available to qualifying platform or payment-network customers. Near-real-time settlement depends on liquidity and eligibility. It should not be generalized into free, instant bank redemption for everyone on every platform. These descriptions are the issuer's own account.

Partner revenue, holder income and bank redemption are different arrangements. Evaluate each step of the actual payment path.

Southeast Asian and Oceanian adoption: stablecoins and institutions

Chainalysis finds different areas of growth beneath an overall contraction in Central and Southeast Asia and Oceania. Its July 2025–June 2026 study describes expanding institutional participation in Singapore and Australia, alongside active smaller peer-to-peer transfers in the Philippines, Thailand and Vietnam.

Across the markets studied, cross-border stablecoin activity exceeded domestic activity. Interviewees connect usage with remittances, business payments and settlement. Their explanations should be distinguished from onchain measurements, and regional patterns do not establish that all residents use the same tools.

Regional volume describes scale; use cases and conversion conditions explain whether a payment process is usable. Neither substitutes for the other.

Stablecoins: uses and basic concepts

Stablecoins aim to track a reference asset, such as the US dollar, to provide a more stable unit for onchain payments and exchanges. Their backing mechanisms differ: some rely on fiat reserves held by an issuer, others use crypto collateral, and other designs depend on assets or supply adjustments.

Understanding a stablecoin requires looking beyond its name or target price to its collateral, issuance mechanism and trust assumptions. The source compares different types and the reliance on centralized issuers and reserves. Price stability is a design goal, not evidence that every product offers the same protections.

These distinctions also provide context for stablecoin news.

Stablecoins and the dollar: the US Treasury’s perspective

ABMedia reports that at the October 27 Swell conference, Scott Bessent described digital assets as part of the technology competition underpinning the dollar’s position. He said most stablecoins are dollar-based and issuers hold US Treasuries as reserves. Wider adoption could increase demand for that debt and provide a source of federal financing.

Bessent argued that stablecoins can reach new users in emerging markets rather than merely replace existing dollars. Following the failure of the CLARITY Act to pass, he proposed cooperation between Treasury, the SEC and CFTC to advance regulation. The report also notes that agency rules can provide clarity but do not have the same long-term effect as legislation.

Greater stablecoin usage is not the same as an equal increase in Treasury demand. Where the money came from is central to that policy argument.
